On 16 July 1930 a final showdown occurs between the Reichstag and the government which Reich President Paul von Hindenburg (1847-1934) had appointed by emergency decree. The SPD, KPD, DNVP and NSDAP delegates reject the bill presented by Chancellor Heinrich Brüning (Centre, 1885-1970) to cover the budget deficit. The Reich president then attempts to implement the law by emergency decree. This also fails due to resistance from the parliamentarians. However, their triumph is of short duration: Hindenburg quickly dissolves the Reichstag and subsequently implements the budgetary measures with another emergency decree.
